Indian firms figure in top 20 L-1 visa users list

Two U.S. senators pushing for bipartisan legislation to close loopholes for alleged fraud and abuse of visa programs used to bring foreign tech workers into the country released a list of the top 20 employers of L-1 workers.

L-1 visas are used by multinational companies to transfer foreign workers from their overseas operations to work temporarily in their U.S. operations.

The list found that of the top 20 companies that used L-1 visas in fiscal 2006, nearly half are Indian IT outsourcing firms that are also among the top users of the H-1B visas. The H-1B visas are used to employ foreign tech workers in the United States.

U.S. Senators Richard Durbin and Chuck Grassley released the list on June 26 just after the U.S. Senate voted to revive debate on the comprehensive immigration bill that's been stalled in Congress since earlier this month.

Durbin and Grassley allege that foreign outsourcing companies abuse L-1s by using the visa to train their foreign employees during short stints in the United States to help facilitate the offshoring of work done by Americans. In a release, the senators also said they plan to continue investigating "blanket" L visa petitions that allow companies to transfer "limitless" numbers of workers into the United States.

Below is the list of top 20 L-1 employers in fiscal 2006, according to Durbin and Grassley.

  3. IBM - 1,237 L-1 visas

  4. Satyam Computer Services Ltd - 950 L-1 visas

  5. Wipro Ltd - 839 L-1 visas

  6. HCL America Inc. - 511 L-1 visas

  7. Deloitte & Touche LLP/Deloitte Consulting - 512 L-1 visas

  8. Patni Computer Systems - 440 L-1 visas

  9. Intel - 392 L-1 visas

  10. Kanbay Inc. - 329 L-1 visas

  11. Honeywell International - 320 L-1 visas

  12. Hewlett-Packard - 316 L-1 visas

  13. Infosys Tech. Ltd - 294 L-1 visas

  14. Accenture LLP - 291 L-1 visas

  15. Caritor Inc. - 231 L-1 visas

  16. Schlumberger Technology Corp.- 214 L-1 visas

  17. Oracle USA Inc. - 176 L-1 visas

  18. Syntel Ltd. - 171 L-1 visas
