IMHO, the problem with the American education system in the Engineering field is not the was engineering is taught per se, but the problem lies in the foundation laid for the prospective engineers. I have heard many parents say that kids dont face any hardships until 7th or 8th grade and then the hammer falls on the kids once they are in high school. That is the place where a majority of students develop an aversion to studies. India and China may be having truck loads of graduated every year, thats not because of the engineering education system. At least in India its because, the students have heavy course load through middle and high schools. The parents pressurize the kids into engineering or medical discipline (most of the times freshman students have no idea why they are in that field). And this culture has been developed because parents know what career will keep their kids safe. But this is not true in case of an American child graduating from high school!

One more reason of declining engineering education among Western students is the globalization. Technology companies are shifting businesses in low OPEX and CAPEX countries such as India and China where skilled workforce is available on one-fourth of what an American engineer earns in America. Western students see their career more in business management and administration then technology.

Really good article. If engineering schools implement the changes, it will help in creating innovative technologies and superior products.
