VFIR: The roadmap for IrDA

The groundwork for VFIR has been laid with high-speed extensions to IrPHY and IrLAP. These changes are backward compatible and are designed for easy migration from FIR. It also ensures that the stack will not be a bottleneck as hardware speed increases.
