Synopsys Inc., a provider of IC design software, has agreed to donate IC design tools to the High Technology Research and Development Center (HTRDC) of the Chinese Ministry of Science and Technology (MOST). The agreement also includes the purchase of additional Synopsys tools by MOST.

The Galaxy Design and verification platforms will be used to support the construction of IC design incubators in seven regions in China: Shanghai; Beijing; Xi'an, Chengdu; Hangzhou; Wuxi; and Shenzhen. The Synopsys platforms include VCS, DC Ultra, HDL Compiler, Design Vision, DFT Compiler, TetraMax, PrimeTime, Apollo, Cosmos, Hercules, NanoSim, LEDA, Vera, Scirocco, Star-Hspice, Star-RCXT, and DesignWare. The tools are expected to address full SoC and ASIC design flows, including implementation, verification and intellectual property.

Since early 2000, MOST has organized and implemented a project for complex IC design through its High Technology Research and Development Center and the "863" IC Expert Group. The core of the project is an incubator program for IC design companies. Under the agreement with Synopsys, the HTRDC and the "863" IC Expert Group agreed to endorse and standardize an IC design flow based on the licensed Synopsys tool set. Companies participating in the incubator program can use the Synopsys design flow to develop and implement designs for China's IC market.
