Low-cost locations such as China and India are edging past Europe and the United States as technology manufacturing centers, according to an annual IT confidence survey by Eurocom Worldwide.

The survey was held amongst 300 CEOs, directors and vice-presidents in 20 European countries. Of the firms surveyed, 76 percent believed India and China will take a lead in the IT manufacturing space. About 17 percent of those surveyed said India will record the highest jobs growth, whereas 71 percent believe China will take the lead. The study also predicts continuing growth of technology manufacturing jobs in low labor cost centers, especially in China.

According to the survey, outlook for jobs in Europe's technology sector is very positive with almost 60 per cent of surveyed firms expecting to increase hiring over the next 12 months. Fifty eight percent of the firms expect to increase jobs, with only 8 percent expecting to decrease headcount. The survey finds that one in three firms now find it more difficult to recruit than last year.

The skills most in demand are software engineers followed by project management specialists and international sales people. "The IT recovery is reflected in the fact that a skills shortage is now seen as the third most likely threat to growth in the sector," the survey said. A slowdown in the global economy and further oil price increases are seen as the major threats.

"The jury is out on the U.S. economy," said Mads Christensen, director of European Worldwide. "The uncertainty probably reflects concerns over the widening U.S. trade deficit."
