Nextreaming, a developer of embedded multimedia software for mobile handsets, filed a complaint with Korea's Fair Trade Commission against Qualcomm Inc. this week, alleging violations of South Korea's antitrust regulations.

Youngjin Jung, a lawyer representing Nextreaming, said his client's business is being harmed by Qualcomm linking sales of its proprietary multimedia software and codecs to chipset sales. Jung claimed that Qualcomm, by leveraging its dominant market position, has tightly bundled its proprietary QTV application programs to its MSM chip sets.

Nextreaming's attorney told EE Times, "Nextreaming is joining a global campaign against Qualcomm." He cited European Commission's ongoing investigation of Qualcomm triggered by separate complaints filed last October by six leading communications companies, including Nokia, Ericsson and Texas Instruments, and Broadcom's antitrust suit against Qualcomm in the United States.

Earlier this month, Korean antitrust regulators raided the local offices of Qualcomm as part of its investigation of allegations that Qualcomm has violated South Korean antitrust rules. At that time, the agency also visited Samsung, LG Electronics and Pantech Curitel seeking information on Qualcomm's business dealings with those companies.

After the government raid on its Korean offices, Qualcomm claimed in an April 5 statement that its business practices are lawful and procompetitive. "We have earned our commercial success through innovation, technological leadership, years of hard work and sustained R&D investment, and by consistently offering the best, most advanced chip sets and software at competitive prices," Qualcomm president, Steve Altman, said in the statement.
