Shanghai Silicon Intellectual Property Exchange (SSIPEX), an IP design center in China and Cadence Design Systems Inc. are joining forces to offer IP design-in consultation services for small- and mid-sized chip companies in the Yangtze Delta area.

As part of a deal to buy Cadence tools, Cadence will assign engineers to assist designers at the SSIPEX on IP evaluation, validation and SoC design methodologies. The hope is that they can foster an environment where IP is safeguarded and made more affordable for designers to use.

According to the press release, the joint effort will be called the SSIPEX-Cadence IP Research Center. "Our goal is to establish an advanced mixed-signal IP core base and a complete system of IP design, validation and service," a SSIPEX spokesperson said.

SSIPEX is a clearinghouse set up by local and national governments to foster the use of IP cores. The center has already struck deals with numerous IP providers, such as MIPS, ARM, ARC and Intel. The exchange also conducts educational seminars on the use and reuse of IP, and it advises foreign IP vendors on business practices in China.

While the short-term goal of the center is to broker foreign IP, it hopes someday to handle an outflow of Chinese IP to foreign companies that may have an interest in China-specific standards. At the very least, officials at the center want to facilitate the eventual exchange of IP among domestic companies. A SSIPEX official added that it is mulling further cooperation with other EDA vendors.
