The Indian government has drawn up a road map to provide 3G services across India, with its Department of Telecommunications (DoT) looking to supply 3G in all cities and towns with a population exceeding 100,000 by 2012.

To meet the need for spectrum, the government is making an effort to identify unused frequencies available with various agencies such as defense and space, according to a report quoting unnamed sources in The Financial Express from New Delhi.

The government is yet to decide on allocating and pricing 3G spectrum for telecom operators. The Telecom Regulatory Authority of India, which is working on the guidelines, will submit its recommendations to the DoT by Sept. 30.

The plan states the telecom sector needs strong research and development support, and calls for the government to facilitate establishing centers of excellence in educational institutions across India. These centers will work on emerging areas such as 3G, next generation networks and IP telephony networks, the report added.
