India expediting IC policy announcement, assures government

Seeking to mollify a frustrated chip industry, the Indian government says it is expediting its efforts to announce a national semiconductor policy as soon as possible.

The industry earlier expressed frustration since the policy announcement had already been delayed by several months amid rumors that a chip maker already set to come to India was now being courted by Germany.

"The (Indian) government will soon announce its policy on semiconductor manufacturing," said Dayanidhi Maran, India's federal minister for communications and information technology. "We will do it as fast as possible."

Maran was reacting to concerns expressed over the delay on Nov. 5 by Vinod Agarwal, founder, chairman and CEO of SemIndia Inc., the consortium planning a chip-making facility in Hyderabad in southern India. Agarwal said there were concerns over the delay in announcing the policy, a lag he described as "disturbing" and sending the "wrong signals."

Differences over the concessions that ought to be given to fab companies planning facilities in India had held up the policy but these were now ironed out. "A cabinet note on the proposed policy is on its way," Maran said, adding that incentives are absolutely necessary to attract semiconductor manufacturing.
