Huawei Technologies and U.S. security software maker Symantec Corp. are close to finalizing a deal to set up a joint venture according to a report from Xinhuanet.

The JV would enable the Chinese telecom company to compete with Hewlett-Packard, IBM and EMC. On the other hand, Symantec, best known for its anti-virus programs, which experienced weak revenue growth from its software that helps run corporate data storage centers, is counting on the JV to give its security and data management group the needed boost.

The partnership with Symantec marks the Huawei's return to the enterprise communications market. In 2003, Huawei formed a 51-49 JV with U.S.-based 3Com, a maker of communications network equipment and software, called H3C. However, in 2005, it sold its 2 percent stake in the JV company to 3Com and the remaining 49 percent late last year.

The sale marked the company's pull-out of the enterprise communications market. However, Huawei established a lineup of storage and network security last year, which according to industry sources, was in preparation for a comeback.
