The Asia-Pacific nations have resolved to cooperate on developing their broadband infrastructure and information and communications technology (ICT). The agreement was reached by Asia-Pacific Economic Cooperation (APEC) communications and technology ministers at their October 30-31 meeting in Okinawa, Japan.

Japanese Minister of Internal Affairs and Communications Yoshihiro Katayama, who chaired the meeting, said before the gathering that APEC is "developing next broadband goals and initiatives aimed at using ICT to address social-economic challenges in areas such as the environment, emergency response, medicine, education and energy efficiency."

The ministers resolved to launch initiatives focused on developing and sharing best applications of ICT to address problems such as energy and resource shortages and environmental degradation, as well as enhancing the effectiveness of the region's emergency preparedness.

They also agreed to use ICT to strengthen cyber security and declared an APEC Cyber Security Awareness Day to drive home the point.

The Asia-Pacific region has seen a revolution in communications over the past decade, with Internet broadband subscriptions soaring from just 0.2 per 100 inhabitants in 1999 to 10.8 in 2009. Mobile phone use also saw tremendous growth, expanding from 10.5 per 100 inhabitants to 76.6 in 2009, data from StatsAPEC showed.

In 2008, the APEC ministers set a goal of seeing universal broadband access by 2015.
