Vietnam pushes for reform in science, tech sectors

Deputy Prime Minister of Vietnam Vu Van Ninh called for reforms within the Ministry of Science and Technology, pointing out the lack of improvements in the past, and the need for a detailed roadmap for running a tight ship in every institution, according to a VNS report.

Ninh was said to have urged the ministry to plan reforms appropriate to each institution, so it can adopt the mechanism that suits its requirements, thereby becoming more active in reforms.

In the same report, Ninh gave the ministry several instructions to get them started.

First, the ministry will classify and place the institutions into groups, according to their budget requirements mainly: including those that will be state-funded, those that need immediate funding, and those that spend their budget on schedule. The ministry will then set a target to execute the reform, within which the State will gradually decrease its support, until they become financially independent. Finally, regarding scientific and technology studies, the ministry will be responsible for detailing expenses, purchases and orders, enabling the institutions to select their own implementation schemes and to apply for the assignments and funding.

It was reported that the government will provide continuing financial support to state-run institutions working on fundamental science, and incentives, on the other hand, to those will reform to become financially independent.
